New York City and New York state are in talks to create a new program that would provide more housing and support services for homeless individuals in the city, according to two people familiar with the matter.
Such a program would mark a moment of policy cooperation between Gov. Andrew Cuomo and New York City Mayor Bill de Blasio, who have traded barbs over a range of policy issues for several months.
